Review of the Fingal Sludge Management Plan and Carrying out of Associated SEA
Notice is hereby given that Fingal County Council intends to Review the Fingal Sludge Management Plan and carry out an associated Strategic Environmental Assessment (SEA).
The SEA is being developed in accordance with EU Directive 2001/42/EC and the European Communities (Environmental Assessment of Certain Plans and Programme) Regulations 2004 and 2011.
Fingal’s current Sludge Management Plan (SMP) was completed in 2002 and made proposals for managing non-hazardous sludges arising in Fingal from Agriculture, Industry, Water Treatment and Wastewater Treatment. Fingal’s SMP needs to be reviewed to take account of changes in the intervening period including the proposal for a new Regional Wastewater Treatment Plant as part of the Greater Dublin Drainage. A Strateic Environmental Assessment (SEA) must be carried out as part of this review.
The SEA Screening Report issued in January 2013 showed that an SEA was necessary. The subsequent SEA Scoping Report identified the extent of the SEA Assessment in terms of the environmental aspects which may be significantly affected as a result of the review of the Sludge Management Plan (SMP).
The Draft Revision to the Fingal Sludge Management Plan and SEA Environment Report are now available for public consultation and can be downloaded free of charge from the project website. Digital copies can be obtained on CD at a cost of €5. Printed copies will be available to view at Fingal Co Council Planning counters. Printed copies are available for purchase at a cost of: Draft SMP €60; Environmental Report €168.

Submissions can also be made by phone, in writing, or by email. In order to ensure stakeholder feedback is considered in advance of the project moving to the next phase, all feedback for this consultation should be received by 5:00 p.m. on Friday, 19th April 2013.
